一、背景Background

總書記指出，讓廣大殘疾人安居樂業(yè)、衣食無憂，過上幸福美好的生活，是黨全心全意為人民服務宗旨的重要體現(xiàn)，是社會主義制度的必然要求。黨的二十大報告提出，要完善殘疾人社會保障制度和關愛服務體系，促進殘疾人事業(yè)全面發(fā)展。2023年6月全國人大常委會通過了《中華人民共和國無障礙環(huán)境建設法》，各地各部門將出臺多項措施，從提升殘疾人康復質(zhì)量，幫扶城鄉(xiāng)殘疾人就業(yè)創(chuàng)業(yè)，營造無障礙環(huán)境等多方面發(fā)力，開創(chuàng)殘疾人事業(yè)發(fā)展的新局面。
General Secretary Xi Jinping has pointed out that it is an important  manifestation of the Party's purpose to serve the people wholeheartedly,  and an inevitable requirement of the socialist system, to enable the  majority of persons with disabilities to live and work in peace and  contentment, to be clothed and fed, and to lead a happy and beautiful  life. The report of the 20th CPC National Congress proposes to improve  the social security system and care and service system for people with  disabilities, and to promote the comprehensive development of the cause  of people with disabilities.2023 The Standing Committee of the National  People's Congress passed the Law of the People's Republic of China on  Barrier-Free Environment Construction in June 2023, and various  departments around the country will introduce a number of measures to  create a Well-being Expo and Disabled Persons.

第三屆成都國際福祉博覽會，邀請助殘企業(yè)、各地殘聯(lián)/民政、輔具中心、醫(yī)院、康復中心、經(jīng)銷/代理商、特殊教育學校、養(yǎng)老機構、助殘組織和各類殘疾朋友與家人參加，匯聚康復、教育、就業(yè)、文化體育、生活等方面的無障礙設備與技術，集產(chǎn)品體驗、技術交流、商貿(mào)對接、學術交流于一體，致力于打造福祉產(chǎn)業(yè)綜合性的商貿(mào)平臺，助力企業(yè)高效開拓市場、提升行業(yè)知名度與品牌影響力。
The 3rd Chengdu International Welfare Expo invites enterprises assisting  the disabled, local disability federations/civil affairs, assistive  device centres, hospitals, rehabilitation centres, distributors/agents,  special education schools, elderly care institutions, organizations  assisting the disabled, and friends and family members of all kinds of  disabilities to participate, bringing together barrier-free equipment  and technology for rehabilitation, education, employment, culture and  sports, and life, and integrating product experience, technical  exchange, and business and trade docking, It is committed to building a  comprehensive trade platform for the welfare industry, helping  enterprises to efficiently develop the market and enhance the industry's  visibility and brand influence.

三、展覽內(nèi)容 Exhibition content

（一）、康復無障礙設備展示和體驗區(qū)
1.視力殘疾、聽力殘疾、肢體殘疾、智力殘疾、精神殘疾設備、康復輔助器具。
2.康復類醫(yī)院、高校、科研院所、助殘社會組織和公益項目。
（1） Rehabilitation accessibility equipment display and experience area
1. Equipment for visual disabilities, hearing disabilities, physical  disabilities, intellectual disabilities, mental disabilities, and  rehabilitation aids.
2. Rehabilitation hospitals, universities, research institutes, disabled social organizations, and public welfare projects.

（二）、教育無障礙設備展示和體驗區(qū)
1.特殊教育、職業(yè)技能培訓、盲文書寫系統(tǒng)、言語溝通、智能手機、寫作和閱讀輔助工具、計算機輔助設備（語音輸入、語音控制系統(tǒng)、休閑娛樂）。
2.教育類高校、助殘社會組織和公益項目。
（2） Education accessibility equipment display and experience area
1. Special education, vocational skills training, Braille writing  system, speech communication, smartphones, writing and reading aids,  computer assisted equipment (voice input, voice control system, leisure  and entertainment).
2. Educational universities, disabled social organizations, and public welfare projects.

（三）、就業(yè)無障礙設備展示和體驗區(qū)
1.企業(yè)招聘，崗位匹配，就業(yè)崗前培訓。
2.助殘企業(yè)扶持殘疾人增收，助殘企業(yè)產(chǎn)品展示。
（3） Employment accessibility equipment display and experience area
1. Enterprise recruitment, job matching, and pre employment training.
2. Disability assistance enterprises support disabled people in increasing their income, and display their products.

（四）、文化體育無障礙設備展示和體驗區(qū)
1.公共文化設施無障礙（電影、電視、圖書、文藝活動等）。
2.體育運動設施、體育裝備、器材、場館無障礙。
3.殘疾人參與體育運動項目（殘奧運動、特奧運動、康復健身運動、群眾體育）。
4.文創(chuàng)助殘、非遺助殘，非遺傳承人與殘疾人現(xiàn)場互動融合，非遺企業(yè)產(chǎn)品展示。
（4） Cultural and sports accessible equipment display and experience area
1. Accessibility of public cultural facilities (movies, television, books, cultural activities, etc.).
2. Sports facilities, equipment, equipment, and venues are accessible.
3. Disabled people participate in sports events (Paralympic, Special Olympics, Rehabilitation and Fitness, Mass Sports).

四、同期專題活動 Thematic activities during the same period

無障礙主題論壇——擬邀中殘聯(lián)領導、中殘聯(lián)輔具中心領導、四川省殘聯(lián)領導、聯(lián)合主辦單位及各省殘聯(lián)領導出席論壇，并且由各省推薦優(yōu)秀專家、行業(yè)領軍人物、殘聯(lián)系統(tǒng)優(yōu)秀工作者作為主題論壇授課嘉賓，到展會現(xiàn)場分享行業(yè)熱點、政策等。
Accessibility Theme Forum - It is planned to invite  leaders of the China Disabled Persons' Federation, the China Disabled  Persons' Federation Auxiliary Center, the Sichuan Disabled Persons'  Federation, co organizers, and leaders of various provincial disabled  persons' federations to attend the forum. Excellent experts, industry  leaders, and outstanding workers from the Disabled Persons' Federation  system will be recommended by each province as teaching guests at the  theme forum to share industry hotspots, policies, etc. at the exhibition  site.
 
西部康復輔具產(chǎn)業(yè)發(fā)展論壇暨國家繼續(xù)醫(yī)學教育項目康復輔具發(fā)展及臨床應用培訓班——圍繞康復輔具產(chǎn)業(yè)發(fā)展及應用政策解讀、中國康復輔具應用現(xiàn)狀及展望、中國康復輔具專業(yè)人才培養(yǎng)現(xiàn)狀及規(guī)劃、新形勢下探索康復輔具機構運營、嬰兒的頭型特征及其畸形矯正、從步態(tài)分析的視角淺談踝足矯形器的設計等分享。
Western Rehabilitation Aids Industry Development Forum and  National Continuing Medical Education Project Rehabilitation Aids  Development and Clinical Application Training Course - Focusing  on the interpretation of the development and application policies of  the rehabilitation aids industry, the current situation and prospects of  China's rehabilitation aids application, the current situation and  planning of China's rehabilitation aids professional talent training,  exploring the operation of rehabilitation aids institutions in the new  situation, the head shape characteristics and deformity correction of  infants From the perspective of gait analysis, a brief discussion on the  design of ankle and foot orthoses will be shared.
 
康教融合論壇——從教育康復學專業(yè)的過去、現(xiàn)在與未來、教育康復人才培養(yǎng)模式探索、教育康復學專業(yè)實踐教學的經(jīng)驗分享、培智學生康復課程的設置與實施、特殊教育學校康復師的培訓與培養(yǎng)、自閉癥學生康復訓練的實踐探索等進行分享。
Health Education Integration Forum -  Sharing experiences from the past, present, and future of education  rehabilitation majors, exploration of education rehabilitation talent  cultivation models, sharing of practical teaching experiences in  education rehabilitation majors, establishment and implementation of  rehabilitation courses for mentally disabled students, training and  cultivation of rehabilitation teachers in special education schools, and  practical exploration of rehabilitation training for autistic students.
 
殘友嘉年華——殘友嘉年華活動圍繞“營造無障礙環(huán)境?共享美好生活”主題，東中西部12省（自治區(qū)、直轄市）征集、組織、開展康復無障礙、教育無障礙、就業(yè)無障礙、文化無障礙、生活無障礙等體驗式、融合式、情景式活動，邀請各類別殘疾人代表和家庭1000人參加嘉年華活動、特色體驗活動、優(yōu)秀助殘公益項目展示和服務、殘疾人婚戀交友活動、咨詢活動、項目服務、勵志分享、趣味體育等。
